9 November 2025 — Instituto Fome Zero (IFZ) expresses its full support for the Belém Declaration on Hunger, Poverty and People-Centred Climate Action, adopted at the opening of COP30. The Declaration represents a historic milestone, recognising that the impacts of the climate crisis are uneven and fall disproportionately on the poorest, and calling for a response that is equally centred on people and grounded in human rights.
IFZ shares the conviction of the leaders gathered in Belém that eradicating hunger and poverty must be at the heart of climate action. Transforming food systems into models that are healthy, sustainable and accessible is essential to addressing both the environmental and social crises. Although responsible for more than 30% of global greenhouse gas emissions, food systems receive less than 4% of total climate finance. Correcting this imbalance is both an ethical and economic imperative: mobilising USD 1.1 trillion annually also means investing in resilience, health and equity.
IFZ further highlights the importance of anticipatory action and adaptive social protection — pillars of the Belém Declaration and of the fight against hunger in the context of the climate crisis. The Brazilian experience demonstrates that integrated policies on social protection and food security, linked to early warning systems, public food reserves and rapid response mechanisms, can prevent climate shocks from becoming humanitarian disasters.
The integration of social protection, resilient food systems and sustainable livelihoods must be recognised as a high-impact climate strategy. This requires not only new resources but also greater coordination and alignment among existing initiatives, including development banks, multilateral climate funds and innovative financing mechanisms. It is essential that climate finance incorporate social and food programmes, recognising that tackling hunger and protecting the climate are two sides of the same struggle.
In this context, IFZ will contribute through the Global Study on Initiatives and Partnerships to End Hunger and Poverty (2009–2024), which will analyse more than a decade of international experiences — many with a strong climate component, linked to the sustainability of food systems, adaptation, and the integration of social and environmental policies. The study seeks to understand what has worked, what has not, and how these initiatives have been financed, governed and evaluated, helping to strengthen the links between hunger, poverty and climate action, in line with the principles of the Belém Declaration.

9 de novembro de 2025 — O Instituto Fome Zero (IFZ) manifesta seu apoio à Declaração de Belém sobre Fome, Pobreza e Ação Climática Centrada nas Pessoas, aprovada na abertura da COP30. A Declaração representa um marco histórico ao reconhecer que os impactos da crise climática são desiguais e recaem, de forma desproporcional, sobre os mais pobres, exigindo uma resposta igualmente centrada nas pessoas e nos direitos humanos.
O IFZ compartilha a convicção dos líderes reunidos em Belém de que erradicar a fome e a pobreza deve estar no centro da ação climática. Transformar os sistemas alimentares em modelos saudáveis, sustentáveis e acessíveis é essencial para enfrentar as crises ambiental e social. Embora respondam por mais de 30% das emissões globais de gases de efeito estufa, esses sistemas recebem menos de 4% do financiamento climático. Corrigir esse desequilíbrio é um imperativo ético e econômico: mobilizar 1,1 trilhão de dólares anuais é também investir em resiliência, saúde e equidade.
O IFZ ressalta ainda a importância da ação antecipatória e da proteção social adaptativa, pilares da Declaração de Belém e do combate à fome em contextos de crise climática. A experiência brasileira demonstra que políticas integradas de proteção social e segurança alimentar, articuladas a sistemas de alerta precoce, estoques públicos e mecanismos de resposta rápida, podem evitar que choques climáticos se tornem tragédias humanitárias.
A integração entre proteção social, sistemas alimentares resilientes e meios de vida sustentáveis deve ser reconhecida como uma estratégia de ação climática de alto impacto. Isso requer não apenas novos recursos, mas também melhor coordenação e integração das iniciativas existentes, incluindo bancos de desenvolvimento, fundos climáticos multilaterais e mecanismos inovadores de financiamento. É essencial que o financiamento climático incorpore programas sociais e alimentares, reconhecendo que combater a fome e proteger o clima são faces de uma mesma luta.
Nesse sentido, o IFZ trabalhará no Estudo Global sobre Iniciativas e Parcerias para Acabar com a Fome e a Pobreza (2009–2024), que analisará mais de uma década de experiências internacionais — muitas delas com forte componente climático, ligado à sustentabilidade dos sistemas alimentares, à adaptação e à integração de políticas sociais e ambientais. O estudo busca compreender o que funcionou, o que não funcionou e como essas ações foram financiadas, governadas e avaliadas, contribuindo para fortalecer as conexões entre fome, pobreza e ação climática, em consonância com os princípios da Declaração de Belém.
