Brazilian Ministry of Social Development and Instituto Fome Zero Discuss Actions to Adapt Social Protection to Climate Change

Meeting focused on adaptive social protection models to ensure effective preparedness for climate emergencies, with an emphasis on the most vulnerable populations

The Minister of Social Development and Assistance, Family and the Fight Against Hunger (MDS), Wellington Dias, and the Director of the Instituto Fome Zero (IFZ), José Graziano, met this Thursday (29 May) in Brasília to discuss how Brazil’s social protection programmes can be adapted to the growing challenges posed by climate change.

The meeting focused on adaptive social protection models aimed at better preparing the country to respond effectively to emergencies and strengthening the resilience of the most vulnerable populations. The initiative seeks to develop indicators that will allow social programmes such as Bolsa Família to be adjusted in order to shield beneficiaries of the Cadastro Único from the impacts of extreme climate events.

The National Secretary for Food and Nutrition Security at the MDS, Lilian Rahal, reiterated that the meeting addressed “models that are being adopted to develop indicators that support the country in adapting social programmes to face climate change, with a special focus on how it affects the most vulnerable population.”

José Graziano highlighted the alignment around short-term actions. “Today we discussed how to link existing data on climate disaster prevention to social programmes like Bolsa Família,” he explained.

The IFZ Director called for a shift in the current logic of disaster response. “We know when heavy rains or droughts are coming. What can we do in social policy to anticipate these events, instead of just responding to the consequences?” Graziano asked. He emphasised that international studies show preventive action can be three to ten times more efficient in the use of public resources than reactive measures.

Also attending the meeting were the MDS Secretary for Socioeconomic Inclusion, Luiz Carlos Everton; the Secretary for Evaluation and Information Management and Cadastro Único (SAGICAD), Rafael Osório; and the Director of the Instituto Fome Zero, Walter Belik.
